Maj Gen Indrabalan was commissioned into the Corps of Engineers in 1986. He holds BSc, BTech, MSc, MBA and MPhil degrees. He is an alumnus of Kendriya Vidhyalaya, National Defence Academy and IIT Kharagpur. A veteran of the Kargil War 1999, he has also represented India as a military observer in the UN Mission in Sierra Leone. He is currently serving as ADG NCC Bihar & Jharkhand and is concurrently pursuing a PhD in social economics from NIT Patna. Prior to this, he was a faculty in Army War College. He headed the DGNCC Study Committee on the introduction of NCC as a Credit Course in Indian Universities. A keen sportsman and adventure lover, he was a member of an around the world yacht sailing expedition in 1989. His hobby includes writing oped for, supporting children with LD, mentor youth and social service communities.

PROCEDURE FOR OPENING OF NCC
Guidelines for Opening of NCC in an Institute (For exact procedures refer to the NCC Rules / Contact the Commanding Officer of the nearest NCC Unit).
Institutions desirous of having NCC are required to apply formally on the prescribed format duly completed (eight copies) to the CO of concerned nearest NCC Unit, where these forms are available. In case of the Private/Self Financing institutions,con currence should be endorsed at Ser 16 of the application form by the Sponsor / Head of the institution for bearing the financial implications.
Institution should fulfill the requisite pre-conditions are as follows:
Availability of students for enrollment.
Availability of eligible teachers to be appointed as Associate NCC Officer. One ANO per school/college for Junior Division or Senior Division cadets.
Availability of parade ground, storeroom for NCC.
Short Range for firing in the vicinity.
Supplementing financial resources (in case of Govt aided institutions). Private institutions are required to bear entire expenditure of the State’s share. Details will be available with nearest NCC Bn HQ.
The applications submitted by the institutions are scrutinized by the Unit and feasibility of raising NCC in the institution is also examined. On fulfillment of the conditions, the application is forwarded to Gp HQ for their recommendations. Gp HQ forwards the application to Dte with their recommendations endorsed on the relevant para of the application.
At Directorate level, in case of the State Govt aided institutions, the applications are forwarded to the State Govt for their commitment for bearing their share of the financial implications. Endorsement of the competent authority at para 16 of the applications is required in case of new raisings of NCC sub units. However, in case of withdrawal of NCC sub unit from one institution and it’s re allotment to another one, the endorsement of the State Govt is not mandatory. If no response is received from the State Govt within 30 days , it is presumed that the State Govt has no objection to the proposal of the withdrawal/ re allotment.
In case of the self financing institutions or the institutions sponsored by other than the State Govts (like Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, Military Schools etc), the endorsement of the Head of the institution or the sponsor is required at para 16 of the application for the financial commitment.
Once the commitment to bear the financial implications is endorsed and the cadet strength becomes available, the Dte forwards the applications to NCC HQ for sanction of the raising.
This HQ scrutinizes the applications on the basis of criterion of waiting list seniority, endorsement for financial commitment for the State Govt / sponsor share, availability of cadet str etc, and on being found eligible, sanction is accorded and communicated to the Dte.
The Dte, in turn, communicates the sanction to concerned Gp HQ who in turn communicates to the Unit and after that the process of raising starts.
Dte can recommend out of turn sanction for prestigious institutions.

STANDARDS OF PHYSICAL FITNESS
AIR WING
Cadets of Air Wing of the NCC must be in good mental and bodily health and free from any physical defect likely to interfere with their training. They must be free from active or latent, acute or chronic medical or surgical disability or infection as would entail a degree of functional incapacity which is likely to interfere with the safe handling of modern aircraft in flighty.
The particular standards applicable to IAF faying are as follows:
Height –not less than 64”.
Leg length –hip to heel not less than 39”.
Visual acuity --Unaided vision of 6/6 in one eye and at least 6/9 in the other if correctable to 6/6.
Case of squint latent or manifest, or Trachoma of any degree will not be acceptable.
The fields of vision should not be restricted.
Color Vision—Normal or defective safe.
Hearing –The minimum standard is the ability to hear a forced whisper from a distance of 20 ft. with each ear separately the other ear being rendered ineffective by massing or occlusion with the candidate's back to the examiner.
Cases of acute or chronic suppurative otitis media or perforation of the tympanic membranes are not acceptable.
The tympanic membranes should be fully mobile and the Eustachian tubes patent.
Urine - The urine must be free of sugar and albumen. Only proved cases of renal glycosuria are acceptable, if sugar is present.
Body system - All body systems must be normal. The individual must have complete use of his four limbs.
Height and chest measurements — These should be according to height and age group.
The assessment of medical fitness should be made as the result of a complete medical examination conducted throughout in accordance with high standards of medicine.

NAVAL WING
The following defects will disqualify a candidate for entry into the National Cadet Corps for Officers and Cadets of the Senior Division (Naval Wing):
A weak constitution, imperfect development, physical weakness either hereditary or from chronic diseases, wounds or injuries.
Skin diseases unless temporary or trivial.
Malformation of the head, deformity from fracture or depression of the bones of the skull impaired intellect, epilepsy, paralysis, or impediment of speech.
Squint, fistula lachrymal is, trachoma or any chronic diseases of the eyes or eyelids.
Impaired hearing, or discharge from one or both ears or any disease of the bones of the external, middle or internal ear.
Diseases of the bones of the nose, or of its cartilages, nasal polypus, or disease of the nasopharynx.
Functional organic disease of the heart or blood vessels deformity of construction of the chest, or any symptoms of lung disease of tendency thereof.
Undue swelling or distention of the abdomen, obesity, disease or enlargement of the abdominal organs. Rupture, weakness or distention of abdominal rings; any disease of the bladder or incontinence of urine.
The existence of any serious defect of the genital organs or of varicocele, when it clearly forms or is likely to form a serious impediment to the efficient performance of duty, e. g., when it is associated with varicose veins or piles.
Paralysis, weakness impaired motion or deformity of the upper or lower extremities, from whatever causes; varicose state of the veins especially of the leg, bunions distortion or mis formation of the hands, feet, fingers or toes; flat feet.
Distortion of the spine, of the bones of the chest, or pelvis from injury or constitutional defects.
DENTAL STANDARDS-
A candidate must have sufficient number of teeth in order to enable him to masticate efficiently and on no account will he be accepted if he requires artificial dentures for efficient mastication.
In order to assess whether a candidate has sufficient number of teeth to masticate efficiently the following guide will be taken into consideration.
Teeth which are not considered necessary for efficient mastication are allotted one point each and those essential two points, each. For instance each incisor, canine and 1st and 2nd premolars will have a value of one point provided their corresponding lower teeth are present.
Each first and second molar and well developed 3rd molar will have the value of 2 points provided in good apposition to corresponding teeth in the lower jaw. In case of 3rd molar not well developed, it will have a value of value of on point only.
When all the 16 are present in the upper jaw and in good functioning apposition to corresponding teeth in the lower jaw, the total value will be 20 or 22 points according to whether the 3rd molars are well developed or not.
The following teeth will be present on each side of the upper jaw in good functional apposition to corresponding teeth in the lower jaw:

It is not possible to lay down precise standards with regard to height and weight. This is left to the discretion of the Medical Officer/Enrolling Officer who may select candidates below weight who in his opinion would acquire the necessary height and weight standards on completion of their training.
The candidate's height will be measured as follows:
He will be placed against the standard with his feet together and the weight thrown on the heels and not on the toes or outsides of the feet. He will stand erect without rigidity and with the heels, calves, buttocks and shoulders touching the standard; the chin will be depressed to bring the vertex of the head level under horizontal bar, and the height will be recorded in inches and parts of an inch to quarters.
The candidate's chest will be measured as follows:
He will be made to stand erect with his feet together, and to raise his arms over his head. The tape will so adjusted round the chest that its upper edge touches the interior angles of the shoulder blades behind, and its lower edge the upper part of the nipples in front. The arms will then be lowered to hang loosely by the side, and care will be taken that the shoulders are not thrown upwards or backwards so as to displace the tape. The candidate will then be directed to take a deep inspiration several times, and the maximum expansion of the chest will be carefully noted.
The minimum and maximum will then be recorded thus in inches 33/35, 34/36½ etc.
In recording the measurements, fractions of less than half an inch should not be noted.
VACCINATION:
No Person will be admitted to the National Cadet Corps (Naval Wing) unless he has been vaccinated or re-vaccinated during the two years preceding his entry into the Corps. Only an International Certificate will be accepted in proof of this.
TRIFLING DEFECTS:
Candidates presenting trifling defects should not necessarily be rejected. Doubtful cases are to be referred, along with full Details of disabilities, National Cadet Corps Directorate for decision.
XRAY EXAMINATION:
An Xray examination of chest may be carried out it the examining medical officer deems it necessary. Any defects or disabilities discovered during this examination will disqualify the candidate from entry into the National Cadet Corps, Senior Division (Naval Wing).
EYESIGHT STANDARDS:

The candidates for entry into the National Cadet Corps (as Officers or Cadets) for the Senior Division (Naval Wing), who fail to secure grade II (eleven) are to be rejected.
PROCEDURE OF TESTING AND GRADING OF EYESIGHT:

Distant Vision is to be determined by test types with non-serif letters and the following conditions will be observed in conducting the test:
Two ordinary 25 watt internally frosted (Perl) lamps are fixed vertically, one on each side, at a horizontal distance of 12 inches from the vertical plane normal to and bisecting the card. One lamp is placed higher than the other, one being opposite the junction of the upper and middle thirds, and the other opposite the junction of the middle and lower thirds of the card. Opaque non-reflecting screen, preferably cylindrical, having a matt white interior, are fitted, so as to prevent direct light from the lamps reaching the candidate’s eyes. The distance between the test types and the candidate’s eyes is to be 20 feet.
Daylight is to be excluded while the sight testing is in progress and the testing compartment is to be moderately illuminated by artificial light.
Glaring lights and –other bright objects should not be allowed to interfere with the candidate’s field of vision and extreme contrast between the illuminated test card and the background is to be avoided.
The lamps should be renewed at suitable intervals.
Test cards are not to be permanently exposed, as they become discolored and may be memorized by prospective candidates.
Near vision will be tested with Snellen types, each eye being tested separately. The test card should be well illuminated with natural or artificial light, and held by the candidate at comfortable reading distance.
(Color perception):
Color perception is to be determined by Ishihara Cards and Martin Lantern.
Qualifications For Enrolment In The Senior Division
No student of the male sex of any University offering himself for enrolment in the Senior Division shall be eligible for enrolment:
Unless he is of good character;
Unless he is a citizen of India or a subject of Nepal; Provided that the Central Government may, in any suitable case, relax the provisions of this clause.
Unless he is under the age of 24 years; Provided that the Central Government may, in the case of any student or class of student relax the provisions of this clause.
Unless he is on the roll of the College which is providing the unit or part thereof;
Unless he satisfies such standard of physical fitness in height, chest measurement and other respects as may be specified by the Ministry of Defence, Government of India;
If he has at any time been convicted of an offence involving moral turpitude and a sentence other than one of fine or of imprisonment in default of payment of fine has been passed in respect of such offence, such sentence not having been subsequently reversed or remitted or the offence pardoned ; Provided that a person who is ineligible under this clause shall be eligible for enrolment if he produces a certificate from the State Government that he is a fit person to be enrolled ;
If he has been dismissed from the University Corps of the Indian Territorial Force or the National Cadet Corps or the Territorial Army or the Indian Armed Forces;
If he is a member of any organization of the nature specified in Paragraph 1 of Schedule III.

Daylight is to be excluded while the sight testing is in progress and the testing compartment is to be moderately illuminated by artificial light.
Glaring lights and –other bright objects should not be allowed to interfere with the candidate’s field of vision and extreme contrast between the illuminated test card and the background is to be avoided.
The lamps should be renewed at suitable intervals.
Test cards are not to be permanently exposed, as they become discolored and may be memorized by prospective candidates.
Near vision will be tested with Snellen types, each eye being tested separately. The test card should be well illuminated with natural or artificial light, and held by the candidate at comfortable reading distance.
(Color perception):
Color perception is to be determined by Ishihara Cards and Martin Lantern.
Qualifications For Enrolment In The Junior Division
No student of the male sex of any University offering herself for enrolment in the Junior Division shall be eligible for enrolment:
Unless she is of good character;
Unless she is a citizen of India or a subject of Nepal; Provided that the Central Government may, in any suitable case, relax the provisions of this clause.
Unless she is under the age of 24 years; Provided that the Central Government may, in the case of any student or class of student relax the provisions of this clause.
Unless she is on the role of the College which is providing the unit or part thereof;
Unless she satisfies such standard of physical fitness in height, and other respects as may be specified by the Ministry of Defence, Government of India;
If she has at any time been convicted of an offence involving moral turpitude and a sentence other than one of fine or of imprisonment in default of payment of fine has been passed in respect of such offence, such sentence not having been subsequently reversed or remitted or the offence pardoned; Provided that a person who is ineligible under this clause shall be eligible for enrolment if she produces a certificate from the State Government that she is a fit person to be enrolled;
If she has been dismissed from the University Corps of the Indian Territorial Force or the National Cadet Corps or the Territorial Army or the Indian Armed Forces;
If she is a member of any organization of the nature specified in Paragraph 1 of Schedule III.
SENIOR WING
NATIONAL CADET CORPS STANDARDS OF PHYSICAL FITNESS LADY OFFICERS AND GIRLS CADETS
The candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of military duty.
Her height, weight and chest measurements should be noted.
The examination for determining the acuteness of vision includes two tests, one for distant, the other for near vision. The Army Test Types will be used for the test for distant vision, without glasses at a distance of 20 feet, and for the test for near vision without glasses, at any distance selected by the candidate. The standards of the minimum acuteness of vision with which a candidate will be considered fit are as follows-

Squint or any morbid condition of the eyes of the lids of either eye liable to the risk of aggravation or recurrence will cause the rejection of the candidate.
Each eye will be examined separately and the lids kept wide open during the test Inability to distinguish the principal colors will not be regarding as causes for rejection but the fact will be noted in the proceeding and the candidate informed.
The degree of acuteness of vision of all candidates for commission will be entered in the proceeding in the following manner-

The following additional points will then be observed-
That her hearing is good and others is no sign of ear disease.
That her speech is without impediment.
That her teeth are in good order. She must have 10 sound teeth in the Upper jaw functionally opposed to 10 sound teeth in the lower jaw Two of these teeth in each jaw must be molars. Well filled teeth will be considered as sound.
That her chest is well formed and that her lungs and heart are sound.
That she is not ruptured.
That she does not suffer from sever varicose veins. A candidate who has been successfully operated upon will be accepted.
That her limbs are well formed and developed.
That there is free and perfect motion of all joints.
That her feet and toes are well formed.
That she does not suffer from any inveterate skin disease.
That she has no congenital malformation or defect.
That she does not bear traces of previous acute ar chronic disease pointing to as impaired constitution.
That she has been vaccinated successfully (or twice unsuccessfully within the last five years.)
That she does not suffer from any chronic Gynecological disorder.
That she is not pregnant. In support of this she candidate will be required to produce a certificate signed by a medical officer.
